STATEMENT TO ALL THE AFRICAN YOUTH

From the CHAIRPERSON OF THE
AFRICAN UNION COMMISSION
ON THE OCCASION OF THE
8TH EDITION OF THE AFRICAN
YOUTH DAY
1ST NOVEMBER 2013
On the commemoration of 2013
African Youth Day, I wish to
congratulate and extend my best
wishes to all the young people of
this continent.
This celebration is very important
to us at the Commission of the
African Union, especially because it
coincides with the celebration of
the 50th anniversary of the
formation of the Organisation of
African Unity. This organisation
was founded in 1963 and for the
period of its existence incorporated
programmes and strategies for
self-reliant development and
cooperation among African
countries. This dream and
aspiration for a self-sufficiency led
to the formation of the African
Union in 1999. It is for this reason
that the African Union was formed
and has as a vision “an integrated,
prosperous and peaceful Africa,
driven by its own citizens and
representing a dynamic force in
global arena”. It is against this
background that the African Union
set out the Agenda 2063, a
strategic plan of action, which is
aimed at ensuring that we work
together to achieve the vision of
the African Union in the next 50
years. Depending on how the
agenda 2063 will be implemented,
Africa’s development will reflect
your efforts, involvement and
commitment for action. Africa we
want to see and deliver in 2063 will
be the legacy you will handover to
your children and grandchildren.
It is not enough to speak, write and
disseminate a content and planned
strategy to improve the
development of the African
continent and its people. It is not
enough to involve the youth in the
process. It is important and non-
negotiable to ensure meaningful
participation of all segments of
African citizens in the
implementation of the agenda
2063. There will be no excuse for
anybody not taking part in this
process. Each stakeholder must
play its role. African Youth, be
aware that you have to play your
part, starting from now. Be
confident that we know that YOU
CAN DELIVER.
More than anything else, we, The
African Union and its Commission,
realise that the success of this
Agenda 2063 can only be achieved
with the active engagement and
participation of all, especially the
young people, who will be
delivering to the younger
generation in 2063. We realise that
when we speak of a transformed
Africa we speak of the Africa where
the young people of today are our
main players and partners for a
sustainable development of the
continent. We also acknowledge
the fact that the resourcefulness,
energy and dynamism of our young
people are important assets, which
should help us achieve our
objectives. For these reasons, we
are earnestly desirous of the full
commitment of young people, both
on the continent and in diaspora, to
the vision of a prosperous and
peaceful Africa by 2063.
A key component of our call, today,
is for young people to take
ownership of this vision of a
prosperous and peaceful continent.
As recommended by the framework
of Agenda 2063, our invitation on
this day is for young people to
work with us at all levels for a
common goal – a desire for
accelerated progress on the
continent. Ownership of this vision
ensures that young people take
their future, our collective futures,
into their hands. It means that
young people are active and
engaged to meaningfully participate
in the conception, design,
implementation, monitoring and
evaluation of Agenda 2063.
It must be said that effective
engagement and involvement in
development begins from being
adequately prepared, educated,
skilled and trained to take action.
For this reason, it is important to
proactively improve our work on
human capital development. We are
fully committed to seeking out new
ways to aggressively develop new
skills and update competencies for
the requirement of a modern
technology and innovations on the
continent. More importantly, our
young people should show
commitment for self-development
and make themselves open to the
various opportunities, which are
made available to them. Action is
required more than ever. We have
said it all. Reports, resolutions,
decisions, declarations are all
adopted. Only actions,
implementations, innovations are
what Africa needs most. Youth
United in Action towards the
Agenda 2063 is and must be the
one of the ways to go for positive
and constructive changes
While we discuss the need for
young people to take action, I want
to enjoin the AU Member States to
accelerate their work towards
creating an enabling environment
to make this happen. May I remind
us of our commitment to youth
engagement and the Entry into
Force of the African Youth Charter
and the African Youth Day, the 8th
edition of which we celebrate
today? I enjoin all member states
to invest in youth and support
activities towards the ratification
and implementation of the African
Youth Charter thus re-affirming
their commitment towards the
development of the youth on the
continent.
Finally, I call on all of us, partners
in development, to continue to
create platforms and networks that
increase participation of our young
people in very concrete ways, to
continue seeking opportunities and
challenging yourselves so as to
significantly continue to contribute
to a prosperous and peaceful
continent.
As we have made commitments to
the future we want, I enjoin us to
always remember to match our
words with concrete effort and
actions as we chart this new
course.

THE FUTURE OF TANZANIA-ECONOMIST

About the NATIONAL NATURAL
GAS POLICY which was released
on October, 2013.
As Tanzania takes the
Transformation from the Climatic-
base economy to Natural resource-
base economy I.e Natural Gas and
Oil, we need a good and strong
Policy which will lead us to the
Effective Management of the
Development and Extraction of
these Resources for a Sustainable
and Inclusive Socio-Economic
Impact as these resources are very
burgeoning wealth and they are
associated with "Dutch Diseases".
(Profits from the Natural Gas are
not quick-profit, it can take even
30 years or more to enjoy the profit
of Gas resource, therefore we need
a good policy which can make us
to sustain after those 30 yrs).
The policy has been released by
the MEM and the Natural Gas Act is
just around..By linking the Policy
and the Natural Gas Value Chain,
the policy has based only on the
Midstream and Downstream
segment of the Natural Gas value
chain and ignoring/left the
Upstream segment..I think the
policy will only be useful if the
upstream element is added so as
Tanzania and its people to benefit
from the Natural Gas resource right
from the beginning. In many
successful countries, upstream
activities are the most guided to
ensure local business capacities
are built. They do this through
National Oil & Gas Companies
which are actively supported by the
government to conduct flourishing
exploration, development and
value-addition activities as well as
actual trading e.g Botswana, Brazil,
China etc. Unfortunately, Tanzania
we have only TPDC which primarily
dealing with Oil but now is dealing
with both, Oil and Gas..I think also
it is very important to have an
organ dealing with Natural Gas
only.
Look here...,With the gas price
based on a benchmark oil price of
US$120 per barrel, LNG (Liquified
Natural Gas) export revenues
would average more than US$8
billion per annum over the project
period of 30 years. In the event,
Tanzania's balance of payments
would improve significantly, and
the Tanzania Shilling should
considerably appreciate in value. In
due course of time and events the
Government would also be in a
better position to undertake
investments in the public good
without dependence on foreign aid,
oroperating on punitive fiscal
deficit budgets.
THEREFORE, Leaving out upstream
activities tends to create and
perpetuate illicit outflow of
financial proceeds from the natural
gas Industry as the local content
and participation are minimized.

Mwaka unaisha na midomo inaanza kujiandaa kutamka umri mpya. Kufikia kipindi kama hiki mwakani panapo uzima, karibia kila mtu atakuwa ameshatamka umi wake mpya. Wengi itakuwa bado miaka miwili, mitatu
au minne kabla ya kutimiza miaka 30. Natambua kuwa kuna waliokwisha fikisha na kuna uwezekano kuna walio nyuma kidogo.

Kama katika umri tulionao sasa kuna mtu anakuambia wewe bado ni mdogo/mtoto, basi huyo mtu hakupendi na anakulemaza kiakili. Kua! Acha utoto! Mambo yafuatayo kwa vigezo vya kibinadamu mwenye akili timamu, mtoto wa kiume lazima uwe ushayatimiza.

1) Kuweka misingi ya kifamilia: Katika umri huo unatakiwa uwe umeoa, umechumbia au uko katika uhusiano wenye kueleweka unaelekea kwenye kujenga familia. Kama katika umri huu bado unabadilisha wanawake na kudandia vicheche, basi sahau kuwa na familia imara. Mambo yafuatayo yatakuwa yanakunyemelea;
- Kuoa msichana mdogo sana ambaye atakuona unamzeesha
- Kuoa chap chap bila kuwaza
-Kuokoteza magonjwa ya hatari
- Kunogewa na usela na kusahau kuoa

2)Kujitegemea kiuchumi: Hapa simaanishi kufanya kazi na kupata mshahara pekee, la hasha! Hapa nalenga wale watoto wa mama ambao pamoja na kuwa wana kazi na mishahara, bado wanalalama mishahara haitoshi na kukimbilia kuomba hela nyumbani wanapoishiwa mara kwa mara. Wale ambao bado wanakaa nyumbani hii inawahusu pia. Pia wale wanaotumia 100% ya mishahara kununua vitu vinavyoisha (consumption) wakingoja wapate hela nyingi au wazazi, ndugu na jamaa wawasaidie kwenye uwekezaji. Africa tunachelewa sana kwenye hii sector.

3) Kuwa na kitega uchumi: Kama unadhani mshahara wako wa milioni kadhaa ni mwingi sana, ngoja augue mtu wa karibu au wewe mwenyewe halafu daktari akuambie mgonjwa wako/wewe ana/unatakiwa ape/upelekwe nje ya nchi kwa matibabu zaidi wakati huna bima ya afya inayolipia hilo ndo utajijua kama mshahara wako heshima yake inaishia samaki samaki au inavuka border. Kitega uchumi si lazima uwe na mkampuni mkubwa, la hasha! Ila uwe na kitu cha kueleweka na chenye malengo ya kukua kuwa kitu cha maana. Kwa wale wagumu kuelewa, UNATAKIWA UWE NA PATO LA PEMBENI

4) Makazi: Uwe hata na kiwanja hapo Bunju Arif! Huezi kunywa bia kila weekend halafu wenzio wakiongelea issues za nyumba/viwanja/mashamba yao unakimbilia kubadilisha mada (Huyu Moyes wamuondoe kabisa)!

5)Uwe na professional qualification: ACCA,CPA,CFA,CSIA,CPB, LAW SCHOOL ETC wale wa procurement wana ya kwao n.k. Ikifika huu umri kama CPA imekataa, tafuta hata mitihani za marketing upige, CPA sio issue zako. Lazima uwe na defined career (Kama hukubahatika kwenda kidato kingi, uwe na namna ya halali na ya kudumu ya kukupatia kipato). Umri huu kama huna utaalam katika fani yako, jiandae kuwa frustrated ofisini. Madogo wanasoma jamaa angu! Halafu wako tayari kupewa salary ndogo niaje!

6) Uwe ushaamua ka hicho kitambi unakiondoa au unakilea: Hapa sichekeshi! Kitambi kina madhara mengi. Suruali haikai vizuri, UTAPIGIWA, Kisukari, pressure n.k. Ukikinyamazia mda huu jua kitakuwa kishakomaa na majukumu yatakuwa mlima. Ukikiachia kijiamulie, kitakuganda kama ruba till death does you apart! Kama unakipenda endelea nacho, kama hukipendi uwe ushaweka program ya kukiondoa.

7)Uwezo wa kusaidia wanaokutegemea: Ka we ni wa kishua, hapa hapakuhusu. Wewe ambaye si wa kishua, wazazi walikuwa na mategemeo flani walipokuwa wanakusomesha. Kama umefika miaka 30 hujaanza kuyatimiza mategemeo yao bila sababu ya msingi, jua watakuwa washakata tamaa na wewe.

Uwe na busara: Kama huna busara hadi umri huu basi we sahau!

9) Savings: Hapa nimeweka kizungu kuonyesha msisitizo. Kila mtu ana kipato chake. Ila formula ni kwamba angalau uwe ushahifadhi fedha sawa na mishahara yako ya mwaka na nusu gross of Tax kwa kipindi hicho. Kwa wale wagumu kuelewa, Ukiacha kazi, uwe na uwezo wa kukaa mwaka na nusu bila kuingiza kitu chochote na kuishi maisha yale yale.

10) Umjue Mungu: Nimeliweka hili mwisho si kwamba ni la mwisho kwa umuhimu, La hasha! Ni ili ulikumbuke zaidi. Kama humuogopi Mungu katika umri huu, basi wewe kwenda Mbinguni ni ngumu kuliko ngamia kupenya tundu la sindani (hata kama ni maskini) 

TUTAFAKARI MUDA WA KUFANYA KAZI

Kwa mwaka 2013, Tanzania ina siku 23 za mapumziko (Public Holidays), jirani zetu Kenya wana siku 9 tu za mapumziko.

Kwa Tanzania, Ofisi zote za umma na chache za binafsi hazifanyi kazi jumamosi wala jumapili. Kwa mwaka kuna jumamosi na jumapili 105.

Hivyo ukichukua siku 105 za weekend ambazo Watanzania hawafanyi kazi, ukijumlisha na siku 23 za public holiday unapata jumla ya siku 128, ambazo Watanzania hatufanyi kazi kabisa, yani tumerelax, tunaspend, kile tulichokitafuta siku 5 za wiki.

Siku 128 ambazo hatufanyi kazi ni sawa na miezi minne na siku 8.

Hii ina maana kuwa kwa mwaka, Watanzania tunafanya kazi miezi 7 na siku 22, kisha tunapumzika miezi minne na siku 8.

Hii ni nchi inayoendelea na tuna ndoto za kuwa taifa lenye nguvu kiuchumi.
